Do not look only at one score. Compare mobile and desktop, render timing, the largest content element, blocking scripts, images and server response time.
If the test shows heavy images, JavaScript or missing cache, the fix is usually in the application. If TTFB, database, LVE limits or bots are involved, hosting configuration should also be checked.
